Where a parking charge has been affixed to a vehicle or given to the driver and becomes due, an application may be made to the DVLA for the keeper's details. Otherwise, the keeper's details may be requested immediately so that a notice can be sent to the keeper. Non-payment will result in additional charges which will be added to the value of the charge and for which the driver will be liable on an indemnity basis.
